Morocco is solidifying its position as a leading force in Africa’s digital and artificial intelligence transformation through comprehensive national strategies, legislative reforms, and international collaborations. Building on its 2030 vision, Morocco’s government is shaping an integrated digital ecosystem designed to leverage AI for economic growth, public service modernization, and regional technology leadership.

A cornerstone of these efforts is the draft “Digital X.0” legislation, which aims to govern AI, data interoperability, and digital identity in accordance with Morocco’s data protection laws. The bill introduces sectorial digital IDs that empower users with granular control over data access while fostering secure and transparent information exchange among government agencies and private sectors. Cybersecurity and digital trust form critical pillars of the framework, ensuring user convenience without unnecessary regulatory burden.

Morocco’s Ministry of Digital Transition and Administration Reform, led by Amal El Fallah Seghrouchini, has partnered with global AI player Mistral AI to accelerate AI innovation and responsible adoption through training, applied research, and startup support. This collaboration focuses on upskilling local talent and nurturing AI-driven solutions adapted to Morocco’s unique market needs, ranging from administrative reform to inclusive public service delivery.

Digitizing administrative processes remains a priority, with generative AI enabling improved citizen engagement by overcoming literacy challenges in rural areas through voice-to-text interfaces. Meanwhile, significant investments are being made in AI and cloud infrastructure, including the establishment of new data centers and research facilities, complemented by the launch of a Digital for Sustainable Development Hub with United Nations support to foster regional collaboration on AI solutions.

These efforts are part of Morocco’s ambition to become a regional digital hub, attracting foreign investment and fostering a vibrant innovation ecosystem. By prioritizing ethical AI principles, digital sovereignty, and inclusive access, Morocco aims to set benchmarks for Africa’s AI governance and shape a sustainable digital future for the continent.
